The Joe Louie Water Association is one of Whatcom Counties many private nonprofit water utilities helping to ensure safe reliable delivery of drinking water to our community.
As a local community-based water utility with a locally elected Board of Directors, the JLWA has been meeting the water utility needs of local residential, business and commercial customers for over 30 years.
Our staff have been actively involved in local environmental, watershed, and utility issues in an effort to better serve the residents of our community.

- The Joe Louie Water Association was formed in 1983 to serve potable water to its Members in the community. In the 6 square-mile service area of the Joe Louie Water Association, there are about 6 miles of pipe, 1 storage tank, and three ground water wells. All of the water for the Association is treated at its treatment facilities owned and operated by the Association.
- Our Customers are also our Members and include primarily residential services. The Annual meeting of the Members is held on the first Tuesday of May at 7:00 PM a location determined each year to be announced. Contact Us for more information.
- A Board of Directors is elected from among the Members at the Annual Membership Meeting. The Board of Directors are charged with oversight of the of the Association Management and meets periodically to conduct business and attend to matters brought before it.
- The Association Staff report to the Board of Directors and handle the day to day operations:
